New series of policy briefs launched at WHO European Ministerial Conference

Health Systems, Health and Wealth

 

A joint project between the Health Evidence Network and the European Observatory on Health Systems and Policies

World Health Organization

this new series aims to meet policy-makers’ requirements in two ways:

First, it presents a rigorous review of the available research evidence, and
second, the briefs are written in a language accessible to non-specialist policy-makers and follow a consistent format.

 

Appropriateness and implementation are key considerations for the series. Countries have different requirements and demands and a given policy option is unlikely to be relevant or appropriate to all systems and approaches. As such, the briefs do not aim to provide an ideal ‘model’ or recommended approach. Instead, they cover and synthesise available research evidence and potential policy options for best practice, such that policy makers can consider means and strategies towards innovating in their respective systems.

 

The briefs bring together key evidence underlining the central themes of the Conference: health and wealth, public health, governance, coordinated care, human resources, and financing. Given the focus of the Conference, the underlying concern of all the briefs was to improve health system performance.

 

Nine joint policy briefs have been published:

 

_ How can European health systems support investment in and the implementation of population health strategies?

_ How can the impact of health technology assessments be enhanced?

_ Where are the patients in decision making about their own care?

_ How can the settings used to provide care to older people be balanced?

_ When do vertical (stand-alone) programmes have a place in health systems?

_ How can chronic disease management programmes operate across care settings and providers?

_ How can the migration of health service professionals be managed so as to reduce any negative effects on supply?

_ How can optimal skill mix be effectively implemented and why?

_ Do lifelong learning and revalidation ensure that physicians are fit to practice?

The Alliance for Health Policy and Systems Research is an international collaboration situated in the Health Systems and Services (HSS) cluster, that aims to promote the generation and use of health policy and systems research (HPSR) as a means to improve developing country health systems.

 

The objectives of the Alliance are to:
- Stimulate the generation and synthesis of policy relevant health systems knowledge, encompassing evidence, tools and methods
- Promote the dissemination and use of health policy and systems research knowledge to improve the performance of health systems.
- Facilitate the development of capacity for the generation, dissemination and use of HPSR knowledge amongst researchers, policy makers
  and other stakeholders.

 

 

Description of duties:

·         Conceptualise, develop and coordinate the Alliance strategy, work plan and budget, seeking inputs from Partners, the Scientific and Technical Advisory Committee (STAC), and WHO for approval by the Board.

·         Oversee the implementation of the work plan and budget, and maintain an organizational structure and staffing plan to meet the goals and objectives of the Alliance, in accordance with the approved work plan.

·         Facilitate internal communications between the organs of the Alliance (Board, STAC, Secretariat) and Partners including WHO, and ensure regular and productive meetings of the Alliance Board and STAC.

·         Monitor and ensure the quality of all activities and products, including ensuring transparent and competitive procedures for the award of Alliance grants.

·         Develop and implement a monitoring and evaluation framework for the Alliance and report to the Board and inform the STAC on a regular basis on the achievement of strategies and objectives and on the use of resources by the Alliance.

·         Develop and implement a fundraising strategy for the Alliance.

·         Liaise with donors, and other strategic partners to identify common interests and develop memoranda of understanding, grant agreements or other agreements in order to support the goals of the Alliance as approved by the Board.

·         Act as a spokesperson and advocate for HPSR in general, and the Alliance specifically, through presentations and published articles, and represent the Alliance and WHO at inter-agency, international, regional and national research meetings, providing authoritative advice and technical expertise to internal and external partners.

·         Advise the Assistant Director-General HSS on HPSR issues and contribute through membership of the HSS senior management team to the overall strategic directions, management and promotion of HSS.

·         Liaise with other clusters of WHO (eg. IER) and other relevant departments and programmes (eg. TDR, HRP) on health systems research issues and act as an organizational focal for HPSR within WHO.

The Pan American Health Organization/World Health Organization (PAHO/WHO) is convening the second competition of Best Practices that incorporate a gender/ethnic equality perspective in health, within the framework of the celebration of the International Women’s Day that will take place in Washington DC.
 
In this competition, two experiences will be selected and rewarded. During the Celebration, an award will be given to the winning Best Practice for each of the following categories:

·         An organization related to the public sector (Ministry of Health, another Sector–Education, Ministry of Women - , NGO or academic institution that works with the public health sector) that has developed a Best Practice incorporating a gender perspective in health that includes populations of ethnic origin (indigenous population, African descent, migrant, displaced).

·         A regional, national or local project and/or program developed or supported by PAHO that includes a gender equality approach.
 
A representative per each of eth two winning Best Practice will be invited by the Director of PAHO, Dr Mirta Roses, to present the experience during the International Women’s Day celebration on 9 March 2009 in Washington, D.C. Furthermore, each institution that represents the winning experience will receive five thousand dollars in order to publish the Best Practice and lessons learned, using a PAHO Best Practice template, that then will be disseminated and included in PAHO database of Best Practices for Mainstreaming Gender Equality in Health.  

The call for applications are opened from 15 December 2008 up to 31 January 2009.

Segundo concurso de buenas prácticas que incorporan la perspectiva de igualdad de género/etnicidad en salud

La Organización Panamericana de la Salud/Organización Mundial de la Salud (OPS/OMS), está convocando al segundo concurso de buenas prácticas que incorporan la perspectiva de igualdad de género/etnicidad en salud, en el marco de la celebración del Día Internacional de la Mujer.

 

En este segundo concurso se premiarán dos de las mejores experiencias, seleccionadas, en las siguientes categorías:

·          A una organización relacionada con el sector público (Ministerio de Salud, otro Sector – Educación, Ministerio de la Mujer- , ONG o institución académica que trabaja con el sector salud pública) que desarrolle una buena práctica incorporando la perspectiva de género con población de origen étnico (indígena, afrodescendiente, migrante, desplazada).

·          A un programa y/o proyecto, regional, nacional o local, que sea desarrollado o impulsado desde la OPS con enfoque de equidad de género en salud.

 

Una persona por cada Buena Práctica seleccionada, será invitada por la Directora de la OPS a presentar su experiencia durante la celebración del Día Internacional de la Mujer, el 9 de marzo en Washington DC. Además, cada institución que representa la experiencia premiada, recibirá un monto de cinco mil dólares, para que documenten las buenas prácticas y lecciones aprendidas, usando la guía de la OPS. La Oficina de Género, Etnicidad y Salud brindará apoyo en este proceso e incluirá la publicación en su base de datos de buenas prácticas

 

La convocatoria estará oficialmente abierta desde el 15 de diciembre de 2008 hasta el 31 de enero de 2009.
