WHO and UNAIDS resource kit for writing Global Fund HIV proposals for round 8

This resource kit has been developed jointly by WHO and UNAIDS to provide specific guidance in planning for and writing Global Fund HIV proposals for Round 8.

The resource kit consists of six sections:

1.       Technical notes on service delivery areas (SDA)
Technical guidance notes: this is the core component of this kit. It provides guidance in drafting the HIV service delivery areas (SDA) and cross cutting issues relevant to Round 8. The content will be updated as further guidance on the various technical areas become available.

2.       Reference documents provide additional background information on the various technical areas

3.       Practical tools for development of proposals include guidance on managing the support needs of countries during proposal development, costing tools, logical matrix for planning (with country example), country strategic data.

4.       GFATM Documents for Round 8 forms, guidelines and key tools

5.       Aidspan guides Round 8 guides

6.       Finding support  provides advice and directives on seeking technical support, useful contacts, list of focal points, helplines, etc

Objectives

- Bring together countries in Latin America to discuss successes and challenges in research for health and the development of their national health research systems;
- Strengthen the links between the health research and the science, technology and innovation
sectors;
- Define strategies and actions for future cooperation within Latin America;
- Stimulate the formation of partnerships that will facilitate addressing health equity and development through research;
- Increase the interest in external research sponsors in supporting this process.

 Outcomes and outputs

- Research System Development: Recognition by key national partners (ministries, research institutes, NGOs) of the need to develop their national health research systems, based on effective health research policies, processes and practices.

- Strategies: Development of a set of strategies for action at national, regional and global levels to advance research for health in the region.

- Authoritative report: A conference report that can be used by Latin American ministers and other partners to prepare a Latin American input for the Global Ministerial Forum on Research for Health (Bamako, Mali, November 2008)
