About the course: Offered, for the first time in the Asia-Pacific region, by the World Bank Institute in collaboration with the Asia Network for Capacity Building in Health Systems Strengthening, The Institute for Health Policy, Equitap Network, and the Department of Health and Development Agency of the Philippines.

This course is targeted to senior to mid-level policy-makers, managers and experts involved in health sectors in the Asia-Pacific region. It will draw on participants’ own country experiences through presentations and exercises. The course content is built around the WBI Flagship framework, and aims to help participants think about why equity in health is important, to identify methods and tools for assessing equity, and policy options to achieve more equitable, pro-poor outcomes.

Venue: Tagaytay city, Philippines, at the Development Academy of the Philippines conference facility.

Improving HRH through responsible governance

Human resources for health (HRH) are a vital component of any health system and are central to attaining the health-related Millennium Development Goals. In many countries, a shortage of qualified and motivated personnel, and unequal distribution between areas and types of facilities, hampers the availability and quality of health services. Poor HR management, including financial constraints, can lead to insufficient numbers of health care providers being trained, inadequate planning and deployment of health care providers, and economic migration.

Currently, 57 countries have a critical shortage of skilled health workers (World Health Report 2006). Review of the development and implementation of HRH policies in these countries has shown that in some cases, the policy framework has improved, policies are more clearly defined and plans are generally coherent, but policy implementation is often poor.

To address the factors hindering appropriate policy development and implementation, and to mitigate the HRH crisis, the relationship between HRH and governance requires strengthening at all levels.

The aim of the short course is to enable participants to apply the concept of responsible governance to HRH issues and to develop approaches improving the formulation and implementation of national and regional HRH policies and plans.

“…..This book reviews quantitative methods and models of impact evaluation. The formal literature on impact evaluation methods and practices is large, with a few useful overviews. Yet there is a need to put the theory into practice in a hands-on fashion for practitioners.

 

This book also details challenges and goals in other realms of evaluation, including monitoring and evaluation (M&E), operational evaluation, and mixed-methods approaches combining quantitative and qualitative analyses.

This book is organized as follows

·          Chapter two reviews the basic issues pertaining to an evaluation of an intervention to reach certain targets and goals. It distinguishes impact evaluation from related concepts such as M&E, operational evaluation, qualitative versus quantitative evaluation, and ex-ante versus ex post impact evaluation.

·          Chapter three focuses on the experimental design of an impact evaluation, discussing its strengths and shortcomings. Various non-experimental methods exist as well, each of which are discussed in turn through chapters four to seven.

·          Chapter four examines matching methods, including the propensity score matching technique.

·          Chapter five deal with double-difference methods in the context of panel data, which relax some of the assumptions on the potential sources of selection bias.

·          Chapter six reviews the instrumental variable method, which further relaxes assumptions on self-selection.

·          Chapter seven examines regression discontinuity and pipeline methods, which exploit the design of the program itself as potential sources of identification of program impacts.

·          Chapter eight presents a discussion of how distributional impacts of programs can be measured, including new techniques related to quantile regression.

·          Chapter nine discusses structural approaches to program evaluation, including economic models that can lay the groundwork for estimating direct and indirect effects of a program.

·          Finally, chapter ten discusses the strengths and weaknesses of experimental and non-experimental methods and also highlights the usefulness of impact evaluation tools in policy making…..”
