OBJECTIVES OF THE PROGRAMME :
To ensure that the principles of universality, fairness, justice and dignity are incorporated into programmes and policies across WHO, through its work on ethics, human rights, social and economic determinants and equity.
To develop a more systematic and pro-active approach to identify and understand key current and future global changes originating from beyond the health care sector impacting global public health and to better use the instruments of global health diplomacy to support the necessary global collective action that will be required to take advantage of the opportunities and to mitigate the risks for health that these global changes present through its work on trade and health, foreign policy and health and international public health law.
Description of duties:
The Director leads a department of scientists, and health professionals whose role it is to develop innovative programmes in the areas of ethics, social and economic determinants and equity, human rights, trade, foreign policy, diplomacy and health, and international health law. Through forward looking managerial approaches, the Director creates a challenging professional environment that rigorously seeks effective, peer-recognized results.
The Director's esffectiveness enhances the organization's reputation for excellence and relevance, serves as a beacon for attracting the highest level of professional contribution and institutional cooperation, and inspires confidence in WHO's capacity to lead critical global health programmes.
REQUIRED QUALIFICATIONS
Education:
Essential: Medical degree and a post graduate degree in public health, or a doctorate in public health, or a doctorate in one of the department's areas of work: ethics, human rights, social and economic determinants or equity.
Skills:
Essential: Extensive knowledge of current and emerging public health issues related to: globalization, global change, global public goods for health, global health diplomacy, governing interdependence, foreign policy, international trade and health, ethics, human rights and social and economic determinants of health. Knowledge and proven ability to develop and implement global programmes related to these issues and to develop strategic partnerships and centers of excellence worldwide to support these efforts. Proven leadership ability, extensive knowledge and skills in global high level health related negotiations, international health and development.

Experience:
Essential: At least 15 years of professional experience at the international level at senior management level in global public health.
Desirable: Experience in promotion activities and resource mobilization with the international donor community including other UN agencies, bilateral development organizations, NGOs and the private sector.
Languages:Excellent knowledge of English, with a good working knowledge of French.
Additional Information: A written test may be used as a form of screening.
