The Alliance for Health Policy and Systems Research is an international collaboration situated in the Health Systems and Services (HSS) cluster, that aims to promote the generation and use of health policy and systems research (HPSR) as a means to improve developing country health systems.

 

The objectives of the Alliance are to:
- Stimulate the generation and synthesis of policy relevant health systems knowledge, encompassing evidence, tools and methods
- Promote the dissemination and use of health policy and systems research knowledge to improve the performance of health systems.
- Facilitate the development of capacity for the generation, dissemination and use of HPSR knowledge amongst researchers, policy makers
  and other stakeholders.

 

 

Description of duties:

·         Conceptualise, develop and coordinate the Alliance strategy, work plan and budget, seeking inputs from Partners, the Scientific and Technical Advisory Committee (STAC), and WHO for approval by the Board.

·         Oversee the implementation of the work plan and budget, and maintain an organizational structure and staffing plan to meet the goals and objectives of the Alliance, in accordance with the approved work plan.

·         Facilitate internal communications between the organs of the Alliance (Board, STAC, Secretariat) and Partners including WHO, and ensure regular and productive meetings of the Alliance Board and STAC.

·         Monitor and ensure the quality of all activities and products, including ensuring transparent and competitive procedures for the award of Alliance grants.

·         Develop and implement a monitoring and evaluation framework for the Alliance and report to the Board and inform the STAC on a regular basis on the achievement of strategies and objectives and on the use of resources by the Alliance.

·         Develop and implement a fundraising strategy for the Alliance.

·         Liaise with donors, and other strategic partners to identify common interests and develop memoranda of understanding, grant agreements or other agreements in order to support the goals of the Alliance as approved by the Board.

·         Act as a spokesperson and advocate for HPSR in general, and the Alliance specifically, through presentations and published articles, and represent the Alliance and WHO at inter-agency, international, regional and national research meetings, providing authoritative advice and technical expertise to internal and external partners.

·         Advise the Assistant Director-General HSS on HPSR issues and contribute through membership of the HSS senior management team to the overall strategic directions, management and promotion of HSS.

·         Liaise with other clusters of WHO (eg. IER) and other relevant departments and programmes (eg. TDR, HRP) on health systems research issues and act as an organizational focal for HPSR within WHO.
